Raven Tower is the building; the Rookery is the institution within it. The Great Rookery is the literal raven chamber in the world model. Ravens represent communications transport, not intelligence or independent authority.
In the real system
The Rookery maps to dispatch, pacing, sender and mailbox operation, and send-safety boundaries. Castle uses authorised Google/Gmail operationally. The public contact form also has a durable save-first owner notification workflow; this does not prove every planned transport capability is live.
